Direito à cidade e direito à habitação, vulnerabilidade social e violência urbana. Caso de estudo: cidade da Praia – Cabo Verde

Abstract

Governar democraticamente as cidades, de modo a que a gestão e as políticas públicas resultem no respeito pelos direitos humanos, na eliminação das desigualdades sociais e das práticas de discriminação e segregação social, oferecendo uma vida condigna, é um dos maiores desafios do séc. XXI. Compreendendo o Direito à Cidade e Direito à Habitação, este estudo pretende dar a entender a relevância da análise da vulnerabilidade social e da violência urbana à escala municipal, como uma necessidade instrumental para fundamentar opções de modelos, instrumentos e políticas públicas de habitação de interesse social, em contexto de regeneração dos assentamentos de génese informal, no âmbito da prevenção, redução ou mitigação do risco, tendo como caso de estudo a cidade da Praia.

Democratically governing cities, so that the management and public policies result in respect for human rights, the elimination of social inequalities and practices of discrimination and social segregation, providing a decent life, is one of the greatest challenges of the century. XXI. Bearing in mind the comprehension of the right to the city and housing, this essay aims to provide an insight into the relevance of the analysis of the social vulnerability and urban violence at a municipal scale. This analysis, which is based on the study of Praia city, the capital of Cape Verde, is a key necessity when it comes to supporting the choice of models, instruments and HIS public policies regarding the regeneration of the foundations of informal genesis in the area of prevention and risk reduction or mitigation.
